01 - 30 - 2014 Tax Delinquent Lottery Winnings Bill Passes House
Ensuring those who benefit the most from state-run lottery winnings are not those who owe the state the most in unpaid taxes, Rep. Adam Harris authored a house bill that would require the Department of Revenue to perform a background check on lottery winners to determine if the winner in question owes back taxes to the Commonwealth, and unanimously passed the House. House Finance Committee Chairman Rep. Kerry Benninghoff amended the bill to direct DOR to require the Department of Public Welfare to determine if the prizewinner is currently a recipient of public assistance benefits prior to making any lottery winnings payment. If the prizewinner is found to be receiving public assistance benefits, DPW would be required to determine if the individual would remain eligible for further public assistance benefits.
